Why Are Fossil Fuels Booming Under Biden?
When President Joe Biden announced his signature bill, the Inflation Reduction Act of 2022 (IRA), it was touted as making “the single largest investment in climate and energy in American history.” But a new report, released on the eve of the COP28 United Nations’ climate meeting in Dubai, analyzes emissions under the IRA and finds that it is worsening climate change and exacerbating environmental injustice.
Lorne Stockman, research co-director at Oil Change International, and one of the report’s authors, spoke with YES! Racial Justice Editor Sonali Kolhatkar on YES Presents: Rising Up With Sonali about what he found and what his hopes are for COP28.

Her forthcoming book is called Talking About Abolition (Seven Stories Press, 2025). Sonali is co-director of the nonprofit group, Afghan Women’s Mission which she helped to co-found in 2000. She has a Master’s in Astronomy from the University of Hawai’i, and two undergraduate degrees in Physics and Astronomy from the University of Texas at Austin.
